JOB PURPOSE

To contribute to the development and execution of comprehensive talent development strategies by identifying training needs, implementing effective learning solutions, and fostering a culture of continuous development to support organisational growth and employee potential.

 

KEY ACCOUNTABILITIES

Learning & Development Strategy

  • Lead the development and implementation of a comprehensive learning and development strategy aligned with the organisation's objectives.
  • Conduct thorough Training Needs Analysis (TNA) to identify skill gaps and training requirements across departments and job roles.
  • Collaborate with departmental heads and stakeholders to prioritise training needs based on strategic goals and operational priorities.

 

Training Needs Analysis (TNA)

  • Conducting a thorough Training Needs Analysis (TNA) which involves employing a systematic approach to identify skill gaps and training requirements across various departments and job roles within the organisation.
  • Prioritise training needs based on strategic goals and operational priorities, ensuring targeted and impactful learning interventions based on the input from TNA to address identified skill gaps effectively.
  • Continuously refine the TNA process to enables adaptation of training initiatives to evolving organisational needs and industry trends, ensuring the alignment of learning objectives with business objectives and fostering a culture of continuous improvement and development.

 

Training Evaluation and Continuous Improvement

  • Implement robust evaluation methods, including pre- and post-training assessments, surveys, and feedback mechanisms, to measure the effectiveness of training programs and identify areas for improvement. performance improvements, providing actionable insights for program enhancement.
  • Continuously review and update training content, methodologies, and delivery approaches based on feedback, industry trends, and evolving organisational needs, ensuring relevance and effectiveness.

 

Learning Technology Integration

  • Evaluate and recommend appropriate learning technologies and tools, such as learning management systems (LMS), virtual classrooms, and multimedia resources, to enhance training delivery and accessibility. Collaborate with IT and e-learning specialists to implement and customise learning platforms, ensuring seamless integration with existing systems and user-friendly interfaces.
  • Provide training and support to employees on the use of learning technologies, troubleshooting issues, and maximising the benefits of digital learning resources.

 

HRD Corp New Talent Programme

  • Lead the development and oversight of the New Talent Programme, encompassing internship opportunities aimed at nurturing promising talent. This role involves coordinating the recruitment, selection, and onboarding processes for interns, ensuring a seamless integration into the organisation.
  • Provide mentorship and guidance to interns throughout the programme, collaborating with department managers to align intern projects with organisational objectives and foster meaningful learning experiences.
  • Continuous evaluation and feedback gathering from interns and stakeholders will inform iterative improvements to the effectiveness of the New Talent Programme, ensuring its alignment with organisational goals and talent development needs.

 

QUALIFICATION & RELEVANT EXPERIENCE

  • Minimum of a bachelor’s degree in Human Resources, or a related field.
  • 7 - 9 years of experience in Learning & Development would be an added advantage.
  • Familiarity with learning management systems (LMS) and other training technology platforms.
  • Strong project management skills with the ability to prioritise tasks and meet deadlines effectively.
  • Knowledge of talent acquisition and internship program management is desirable.
  • Certification in training and development (e.g., CPLP, CPTM) is a plus.
  • Excellent communication and interpersonal skills, with the ability to interact professionally with employees at all levels of the organisation.
