JOB PURPOSE & OVERVIEW

Plays a vital role in accomplishing PSMB’s overall objectives by researching, evaluating, and engaging with suppliers to ensure the timely and cost-effective procurement of goods and services, contributing directly to the organization's operational efficiency and effectiveness.

 

Responsible for conducting strategic sourcing tasks to and drive cost efficiencies. Key duties include analyzing market trends, negotiating contracts with suppliers, and developing sourcing strategies aligned with organizational objectives. Collaborates with cross-functional teams to ensure procurement activities support business needs.

 

 

KEY ACCOUNTABILITIES

1.

Purchase Requisition Validation

Validate purchase requisitions to ensure accuracy and compliance with procurement policies before preparing purchase orders, minimizing errors and ensuring smooth procurement processes.

 

Develop procurement strategies, policies, and procedures for the organization, ensuring alignment with organizational goals and regulatory requirements.

 

2.

Sourcing Strategy Development

Develop sourcing strategies aligned with organizational goals and budget constraints for quotation inquiries, optimizing procurement outcomes and resource utilization.

 

Conduct market research to identify potential suppliers and obtain competitive bids, ensuring cost-effectiveness and quality assurance in procurement practices.

 

3.

Supplier Segmentation

Segment suppliers based on purchase spend data into proper category management, enhancing supplier relationships, performance, and overall procurement efficiency.

 

Manage relationships with existing vendors, evaluating their performance via vendor assessments, monitoring service levels, and resolving issues as needed.

 

4.

Strategic Sourcing Implementation

Implement strategic sourcing initiatives for various procurement categories, emphasizing cost-effectiveness and quality assurance in procurement practices.

 

Manage and maintain contracts with suppliers and service providers, ensuring compliance with company and regulatory requirements.

 

5.

Supplier Management Coordination

Coordinate supplier management activities, including performance evaluation, contract negotiation, and issue resolution, fostering strong supplier relationships and ensuring operational continuity.

 

Ensure compliance with company and regulatory requirements in supplier management activities, maintaining transparency and integrity in procurement processes.

Strategise and manage departmental/unit operations within allocated approved budget through continuous monitoring of actual expenditure against budget and undertake appropriate control measures to ensure operations are conducted effectively and efficiently to support business goals.

Foster and sustain effective working relationships and rapport with the internal stakeholders and relevant government authorities, business and management institutions, national and key industry players and service providers to keep abreast with latest development to capture new business opportunities.

Drive the development of a competent working team that will enhance and sustain staff capabilities in achieving high performance delivery to ensure internalisation of the right leadership and capabilities in executing their jobs.

 

Foster the development of talents by providing guidance and avenue to potential employees for succession planning and recommend development needs as required to ensure grooming of talents in align to the best interest of the talent and PSMB’s vision and mission.

 

 

QUALIFICATION & RELEVANT EXPERIENCE

Educational Qualification

  • Bachelor’s degree in business administration, Finance, or related field.
  • Professional accounting qualification as a Chartered Certified Accountant e.g. CPSM, CPP, CSCP, CPIM and CPSD would be an added advantage.

Relevant Experience (skills & knowledge)

  • 1 – 5 years of experience in procurement, sourcing strategies.
