Responsible for managing HRD Corp’s investment activities to ensure the prudent, sustainable, and optimal utilisation of funds in accordance with the organisation’s mandate, objectives, and governance requirements.
The role oversees investment strategy formulation, portfolio management, performance monitoring, and compliance, ensuring that investment decisions balance return, risk, liquidity, and capital preservation. The role supports HRD Corp’s long‑term financial sustainability and its ability to fulfil its statutory and developmental responsibilities.

1. |
Investment Plan Formulate and execute investment plan by developing and implementing a structured investment framework, asset allocation approach, and return objectives aligned with HRD Corp’s mandate and risk appetite to ensure sustainable returns while preserving capital and liquidity.
This includes periodic review of investment assumptions, market outlooks, and strategic asset allocation, with recommendations presented to management and relevant governance bodies. Success is measured by strategic alignment, robustness of the investment framework, and achievement of risk‑adjusted performance objectives. |

2. |
Investment Portfolio & Performance Manage the investment portfolio and performance by overseeing portfolio construction, monitoring market conditions, and evaluating investment outcomes across approved asset classes and instruments to optimise returns while managing risk exposure within approved limits.
This accountability requires disciplined performance tracking, benchmarking, and variance analysis, as well as timely rebalancing and corrective actions when required. Effectiveness is demonstrated through consistent performance, capital preservation, and adherence to portfolio guidelines.

Investment Governance & Compliance Ensure strong investment governance and compliance by enforcing investment policies, regulatory requirements, and internal controls through structured approval processes, documentation, and reporting to maintain transparency, accountability, and stakeholder confidence.
This includes supporting investment committees, preparing governance papers, and ensuring all investment activities comply with statutory requirements, internal policies, and ethical standards. Success is reflected in clean audit outcomes, regulatory compliance, and effective decision governance.

Fund Managers & Investment Counterparties Oversee fund managers and investment counterparties by conducting manager selection, performance evaluation, and ongoing relationship management to ensure service providers deliver value, comply with mandates, and align with HRD Corp’s investment objectives.
This accountability covers due diligence, mandate reviews, performance reviews, and escalation of underperformance or non‑compliance. The role ensures external partners are effectively governed and contribute positively to portfolio outcomes.

Investment Reporting & Decision Support Provide investment reporting and decision support by producing clear, timely, and insightful investment performance reports, risk analyses, and recommendations to support informed decision‑making by management and governance bodies.
This includes translating technical investment information into understandable insights for non‑investment stakeholders and ensuring consistency between internal reporting and external disclosures. Success is measured by the quality, clarity, and usefulness of investment reporting.
