JOB PURPOSE & OVERVIEW |

To contribute to the development and execution of comprehensive talent development strategies by identifying training needs, implementing effective learning solutions, and fostering a culture of continuous development to support organisational growth and employee potential.

|
KEY ACCOUNTABILITIES |
|
|
1. |
Training Needs Analysis (TNA) Execution Conduct comprehensive training needs analysis by collecting and synthesising inputs from performance data, departmental feedback, and skills assessments to identify capability gaps and align learning priorities with organisational objectives.
Develop and maintain an up-to-date training needs database by systematically categorising learning requirements across functions and roles to facilitate data-driven planning and targeted intervention.

2. |
Learning Programme Coordination Lead the end-to-end coordination of learning programmes by managing session scheduling, vendor engagement, participant enrolment, materials preparation, and communications, while negotiating with training providers to secure competitive pricing and tailor training solutions that meet organisational needs and budget constraints to ensure high-quality delivery and maximise return on investment.
Oversee attendance tracking, course completion monitoring, and timely issue resolution by maintaining accurate records and proactively addressing participation barriers to ensure effective learning outcomes.

3. |
Training Evaluation and Impact Monitoring Execute structured training evaluation processes by administering pre- and post-training assessments, feedback surveys, and knowledge checks to measure learning effectiveness and behavioural application in the workplace.
Analyse evaluation data and participant feedback to produce insightful reports that identify trends, strengths, and opportunities for continuous enhancement of learning programmes.

4. |
Learning Technology Integration Evaluate and recommend appropriate learning technologies and tools, such as learning management systems (LMS), virtual classrooms, and multimedia resources, to enhance training delivery and accessibility.
Collaborate with IT and e-learning specialists to implement and customise learning platforms, ensuring seamless integration with existing systems and user-friendly interfaces.
Provide training and support to employees on the use of learning technologies, troubleshooting issues, and maximising the benefits of digital learning resources.

5. |
HRD Corp New Talent Programme Coordinate the HRD Corp New Talent Programme by managing intern recruitment logistics, onboarding processes, project assignments, and engagement activities in collaboration with departmental mentors to provide a structured and impactful development experience.
Provide mentorship and guidance to interns throughout the programme, collaborating with department managers to align intern projects with organisational objectives and foster meaningful learning experiences.
Continuous evaluation and feedback gathering from interns and stakeholders will inform iterative improvements to the effectiveness of the New Talent Programme, ensuring its alignment with organisational goals and talent development needs.

CAPABILITY DEVELOPMENT Drive self-development of talent, skills and knowledge by attending training and participate in seminars/workshops or other training venues to align with the promotion of lifelong learning and acquisition of future work skills in achieving high performance delivery. |

8. |
OPERATIONAL BUDGET MANAGEMENT Strategise and manage departmental/unit operations within allocated approved budget through continuous monitoring of actual expenditure against budget and undertake appropriate control measures to ensure operations are conducted effectively and efficiently to support business goals.

9. |
STAKEHOLDER MANAGEMENT Foster and sustain effective working relationships and rapport with the internal stakeholders and relevant government authorities, business and management institutions, national and key industry players and service providers to keep abreast with latest development to capture new business opportunities.

10. |
LEADERSHIP AND CAPABILITY DEVELOPMENT (VP & ABOVE) Drive the development of a competent working team that will enhance and sustain staff capabilities in achieving high performance delivery to ensure internalisation of the right leadership and capabilities in executing their jobs.
Foster the development of talents by providing guidance and avenue to potential employees for succession planning and recommend development needs as required to ensure grooming of talents in align to the best interest of the talent and PSMB’s vision and mission.
