JOB PURPOSE
- Responsible for formulating and implementing impactful policies and strategies that advance workforce and human capital development, align with Malaysia's economic agenda, and strengthen HRD Corp's advocacy efforts through strategic stakeholder engagement.
KEY ACCOUNTABILITIES
Policy Research and Development
- Lead the development and execution of policy initiatives by identifying priority areas, designing robust research methodologies, and integrating findings into actionable policy recommendations and advance strategic objectives that address the evolving industry needs and aligning them with Malaysia's economic agenda for sustainable growth.
- Analyse current legislative, regulatory, and policy landscapes by identifying key concerns, evaluating emerging issues, and preparing proposals for in-depth studies to align policy recommendations with organisational objectives.
Policy Trend Analysis and Foresight
- Conduct in-depth analyses of global and local economic, industrial, and policy trends by leveraging advanced forecasting tools and methodologies, providing strategic insights to anticipate challenges and opportunities, and shaping proactive policy frameworks that align with Malaysia’s long-term vision.
Advocacy Plans & Initiatives
- Formulate and execute advocacy strategies and blueprint development plans by translating relevant research findings into actionable initiatives, liaising with internal and external stakeholders to advance organisational policy agendas.
- Enhance advocacy initiatives by building and maintaining strategic relationships with key stakeholders, including government agencies, industry leaders, and international organisations, to advance HRD Corp's policy agenda.
Strategic Research Coordination & Initiatives
- Initiate, coordinate and manage collaborations with experts, universities, and research institutes to design and execute research projects, ensuring the delivery of high-quality insights that support policy development and advocacy planning.
Performance & Impact Evaluation
- Develop and implement evaluation frameworks or metrics to monitor the performance and impact of research and policy initiatives.
- Maintain comprehensive records and evaluate study findings by reviewing their quality and relevance to prepare detailed reports that identify areas for improvement, enhance effectiveness, and ensure alignment with organisational strategic goals.
QUALIFICATION & RELEVANT EXPERIENCE
- Degree in economics, public policy, human resource, business administration or related field.
- Master's degree or higher in public policy, economics, business administration, or a related field would be an added advantage.
- 7-9 years of experience in policy development, strategic planning, or advocacy, with at least 5 years in a leadership role.
- Proven expertise in engaging with high-level stakeholders and influencing policy decisions at national and regional levels.
- Strong analytical and strategic thinking skills with the ability to synthesise complex information into actionable insights.
- Exceptional leadership, communication, and advocacy abilities.
- Strong understanding of legislative and regulatory processes, policy development
frameworks, and advocacy strategies. - Proficient in research methodologies and familiar with tools for data analysis
- Excellent written and verbal communication skills, with the ability to draft policy briefs and reports concisely.
